"Interwar Albania" begins in February 1920, right after the Congress of Lushnja and the relocation of its participants to the newly-designated capital of Tirana. This congress formed the first national Albanian government since World War I. The political situation is formidable: the Serbs and Greeks covet substantial portions of northern and southern Albania, while Italy occupies and fully intends to keep the coastal town of Vlora and the adjoining region. There is also opposition to the Lushnja-derived government on the part of the followers of the Serbian-supported Essad Pasha Toptani in central Albania.

Besides these threats, the country has inherited a profound backwardness from hundreds of years of Ottoman rule. Political, economic and religious differences threaten the unity of the nascent government, pitting defenders of the status quo such as the large landowners of central and southern Albania as well as the tribal chiefs of the north up against the modernizing tendencies of Albania's few Western-educated intellectuals and the peasants and artisans influenced by them.

Players in the game represent characters in the fields of politics, the army, religion, journalism, etc. There are no set rules or list of actions; a player sends a private message to the GM saying what he or she wishes to do that turn, and the GM makes a list of plausible outcomes and subjects them to a random number generator to see which one occurs. When the game starts there will be detailed information on the situation inside the country in various fields of life, from the condition of its armed forces to the state of its cultural facilities. Players will generally be briefed each turn as to how their actions went as well as the situation they are in (e.g. how soldiers under their command are doing, how their efforts to organize people in a region are progressing, and so on.)
