Me vjen keq qe ky dokument nuk lexohet mire. E kam kopjuar nga origjinali qe ka qene shume i vjeter dhe mezi lexohej.
Tema eshte diplomatike per bashkepunim ne mes dy shteteve (perandorive). Franca ne ate kohe ka qene deri ne Dalmaci dhe Italy, dmth kufizohej me Shqiperine (perandorine otomane) dhe anijet e Napoleonit lundronin ne detin adriatik. Eshte shume interesant se si Napoleoni ketu e cuan popullin shqiptar 'popull trim' per te cilin ai ka respekt te vecante !
