"Moreover, you scorned our people, and compared the Albanese to sheep, and according to your custom think of us with insults. Nor have you shown yourself to have any knowledge of my race. Our elders were Epirotes, where this Pirro came from, whose force could scarcely support the Romans. This Pirro, who Taranto and many other places of Italy held back with armies. I do not have to speak for the Epiroti. They are very much stronger men than your Tarantini, a species of wet men who are born only to fish. If you want to say that Albania is part of Macedonia I would concede that a lot more of our ancestors were nobles who went as far as India under Alexander the Great and defeated all those peoples with incredible difficulty. From those men come these who you called sheep. But the nature of things is not changed. Why do your men run away in the faces of sheep?"
Letter from Skanderbeg to the Prince of Taranto ▬ Skanderbeg, October 31 1460

Alergjia e Europes :Myslimanet

The Commission has been thoroughly monitoring their preparations. The conditions are the same for every country.FYROM met the necessary conditions. For Serbia and Montenegro the entry into force of the visa waiver will depend on fulfilment of all remaining open benchmarks of their respective roadmaps by the date of adoption of this proposal by the Council. Residents of Kosovo (under UNSCR 1244/99) will not yet benefit from visa liberalisation either. Albania and Bosnia and Herzegovina still need to continue their efforts to get a positive recommendation from the Commission.

The European Commission's long standing commitment to visa free travel for the people of the Western Balkans was confirmed yesterday with the adoption of a proposal for granting visa free travel to the citizens of the former Yugoslav Republic of Macedonia, Montenegro and Serbia. Yesterday's proposal enables the citizens of these three countries to travel to the Schengen countries with the new biometric passports. The Commission's proposal needs to be approved by the Council after having consulted the European Parliament.

The Commission remains committed to visa liberalisation for the citizens of Albania and Bosnia and Herzegovina too. However these countries have not yet fulfilled the conditions to be included in today's proposal. If the pace of reforms is maintained and if all the conditions are fulfilled, the Commission could envisage making a new proposal including these countries by mid-2010.

When presenting the Commission's proposal Vice President of the Commission in charge of Justice, Freedom and Security Jacques Barrot said: "Our proposal brings truly good news to the people of the Western Balkans, in particular to the citizens of the former Yugoslav Republic of Macedonia, of Montenegro and Serbia. I know how much visa free travel means to them. Today's proposal is the result of intensive and hard work for the authorities and the people of these countries in meeting the conditions. I congratulate them for this achievement".

Enlargement Commissioner Olli Rehn added "It is our goal, and our firm conviction, that Albania and Bosnia and Herzegovina will follow suit soon. The roadmap is still valid, and it is still perfectly doable if the authorities of the countries put their full will into delivering now. If this progress continues apace, I believe both countries will soon catch up with their neighbours. If all the conditions are fulfilled, the Commission could envisage making a new proposal, which would include them, by mid-2010."

Granting visa free travel is a cornerstone of the EU's integration policy for the Western Balkans. Facilitating people to people contacts enhances business opportunities and gives the possibility for the people of the region to get to know the EU better.

However, visa free travel is only possible if the necessary security requirements are met. This is why the Commission launched a dialogue on visa liberalisation with the Western Balkans countries. On the basis of roadmaps presented by the Commission, the countries have made important progress in improving passport security, in strengthening border controls, in reinforcing the institutional framework to fight organised crime and corruption, as well as in external relations and fundamental rights.

The Commission has been thoroughly monitoring their preparations. The conditions are the same for every country. The former Yugoslav Republic of Macedonia met the necessary conditions. For Serbia and Montenegro the entry into force of the visa waiver will depend on fulfilment of all remaining open benchmarks of their respective roadmaps by the date of adoption of this proposal by the Council. Albania and Bosnia and Herzegovina still need to continue their efforts to get a positive recommendation from the Commission.

In Albania and in Bosnia and Herzegovina shortcomings still exist in the institutional framework to fight organised crime and corruption, in addressing weaknesses in the procedure for delivering passports, and in the areas of border and migration management.

Residents of Kosovo (under UNSCR 1244/99) will not yet benefit from visa liberalisation either. The technical requirements for visa liberalisation have not yet been met on the territory of Kosovo. The Commission in this regard will continue to work closely with both the Serbian and Kosovo authorities and explore options for addressing the visa issue in the future.
Schengen area countries include all 27 EU member states with the exception of the United Kingdom, Ireland, Bulgaria and Romania, plus a number of non-EU countries such as Norway and Iceland. Liechetenstein, Switzerland and Cyprus are yet to implement the visa-free agreement with the EU.

Up to now, except for Croatia, all the Western Balkan countries and Turkey are included on the so-called Schengen visa 'black' list, which requires citizens to obtain visas before traveling to the EU's border-free area.

Historically, the citizens of the former Yugoslavia under Tito enjoyed visa-free travel throughout Europe, and a significant diaspora was established over time in many EU countries. However, amid a deteriorating political and economic climate, Yugoslavia found itself on the EU's first common 'black' visa list, adopted in 1995.

Last year, the European Commission put in place a 'roadmap' and 'benchmarks' for visa liberalisation for Serbia, Macedonia, Montenegro, Albania and Bosnia and Herzegovina (EurActiv 26/05/08). Kosovo appears to be a 'sui generis' case, as it is not recognised by all EU countries.

Ever since the EU's 'black' visa list was established, only two countries have managed to get visa requirements lifted ahead of their accession – Bulgaria entered a visa-free regime with the Schengen countries in April 2001, followed by Romania eight months later.

Bulgaria and Romania are not yet members of Schengen but are on track to enter the visa-free regime within the next couple of years.

Ne lidhje me liberalizimin e vizave per Serbine, citoj nga levizja Vetevendosje:

"Bizarrely, Kosova with the EU’s largest law and order mission in history and NATO troops securing its borders is not considered secure enough, while Serbia, which is actively undermining it, is released from visa requirements. Kosova is the most isolated
country in the world – there are only four countries which its people can visit without a visa.
The EU has implied in ambiguous statements that Serbs in Kosova and in Republika Srpska will be issued separate passports which deny them the right to benefit from the visa free regime as dual citizens, but Božidar Đelić, Serbia’s Deputy
Prime Minister, stated on B92, that all Serbs will have the right to visa free travel. On 9th July, when discussing visa liberalization, EU Vice President Barrot said ‘We must not punish
Serbia’s youth because of Milosevic’s behavior’.
Yet, the people of Kosova and Bosnia continue
to suffer precisely because of the effects of
Milosevic’s wars and because of Serbia’s policies
today."
